The Fellowship of the Dragon
Not all of Uther's men were sophisticated, politicians or men of power. A group of thugs that were often in his halls were the self proclaimed "Fellowship of the Dragon". They took shields resembling Uther's, even though they were not allowed their own shields. Uther saw it as amusing and let it slide.
